What are the statutory health benefits in Italy?

In Italy, the National Health Service (SSN) manages national health insurance, funded by direct and indirect taxation from employers and employees. Upon registering with the Local Health Service, employees receive a social security number and a health card, which provides access to treatment at low or no cost.

Employees are also entitled to supplementary health coverage through mandatory contributions from both the employer and the employee. This supplementary coverage supports costs associated with private healthcare services:

  • Level Impiegati (white and blue-collar workers): Employees are automatically enrolled in supplementary health insurance known as Fondo Est.
  • Level Quadro (middle managers): Employees receive automatic entitlement to an additional health insurance fund called QUAS and access to a training and development platform known as QUADRIFOR.
  • Level Dirigente (executives and directors): Employees are automatically enrolled in supplementary health insurance named FASDAC.

These supplementary insurances help cover the costs when employees choose private healthcare, allowing them to select specific doctors, hospitals, or specialists and potentially reducing waiting times associated with the state system.

Additionally, statutory eye care benefits may be covered by the statutory health fund, subject to the employee's specific circumstances. Supported employees should confirm the coverage details directly with the health fund, as potential refunds will not be processed through Pebl.
