Health Benefits in Ukraine

What are the statutory health benefits in Ukraine?

In Ukraine, the statutory health benefits are provided through the Program of Medical Guarantees (PMG), established under the country's ongoing healthcare reform. These benefits are funded by the state and administered by the National Health Service of Ukraine (NHSU).

The statutory health benefits in Ukraine include:

  • Primary Care Services: Access to primary healthcare services, which includes general medical examinations, consultations, and treatment provided by family doctors and general practitioners.
  • Specialized Medical Services: Access to specialized medical services, such as consultations with medical specialists, diagnostic tests, and treatments in hospitals and clinics.
  • Hospitalization: Inpatient care in hospitals and medical facilities, including surgeries, treatments, and hospital stays as prescribed by healthcare professionals.
  • Prescription Medications: Access to essential prescription medications that are covered by the NHIS. Patients may need to partially contribute to the cost of medications, depending on their health insurance status and the specific medication.
  • Preventive Care: Health promotion and disease prevention measures, including vaccinations, screenings, and educational programs.
  • Emergency Care: Emergency medical services and urgent care provided at healthcare facilities in case of sudden illness or injury.
  • Maternity and Childcare Services: Comprehensive maternity care for expectant mothers, including prenatal and postnatal care, as well as care for newborns and infants.
  • Dental Care: Limited dental services are covered by the NHIS, primarily for children and specific categories of the population.
  • Rehabilitation Services: Access to rehabilitation services, including physical therapy and rehabilitation programs for patients recovering from illness or injury.
  • Long-Term Care: Coverage for certain long-term care services, primarily for individuals with disabilities or chronic conditions.

These are guaranteed healthcare services that Ukrainian citizens and legal residents can receive free of charge (covered by the government) at facilities that have a contract with the NHSU.

The statutory health benefits in Ukraine are defined by the Law of Ukraine "On State Financial Guarantees of Medical Services to the Population" (Law No. 2168-VIII). This law establishes the Program of Medical Guarantees (PMG), which outlines the healthcare services and medications that are fully or partially funded by the state
